On my '97 CSE the heater grid in the seatback failed in the driver's seat. It's fairly easy to repair the grid in the seat bottom, but construction of the seat makes dealing with the back a major upholstery project. (Unless you have an Aero - I've read the seat covers come off easily on those.) Since the bottom and back heaters are wired in series what I did was to substitute resistors for the failed seatback grid. That way at least the bottom cushion heats up.
I have one of those strap-on-and-plug-into-the-lighter seat heaters for my Jeep. It was inexpensive and works surprisingly well.
