The starter itself has two components. The starter motor itself and the solenoid
that kicks the gear onto the flywheel and engages the motor to turn the engine.
Your issue could be a failure or jambing of the solenoid mechanism triggering the motor to
run but not engaging the gear to the flywheel. On occasion this can be temporarily
corrected by a good blow to the starter that releases the jamb. It may work for a time,
but the reason it has jambed is going to reoccur.
