I used the "Tech2 Card Writer" method documented there to flash the V.44 software using an old Dell laptop with Windows XP and a real serial port. I don't recall how long it took, but RS232 serial communications is pretty slow by today's standards so it's not fast. (After all this is decades-old technology.)
