Correct, I had gone through the governor seal repair previously, symptoms exactly as you describe - erratic automatic shifting, but you could run through the gears manually. (This happened to me on one of the worst possible roads on the east coast, the infamous BQE.)
A few years later what finally did the trans in was a much worse problem. No reverse at all, limited mobility in 1st gear forward; losing drive immediately upon shifting 1-2 until pulling over to a stop. This started happening suddenly without warning. Tried a few things but the guys at Erikkson believed it was likely a broken band. (The band adjustment was not even working, just turning freely.) Fortunately someone on Saabnet pointed out a junkyard not far from me listed a used transmission for sale and though it was a bear of a job to install it's worked out well.
