When you said that there is a circuit board inside, my first reaction is that this is due to a bad solder joint. Many electrical parts on a 9000 were made in the early days of ROHS lead-free solder, and it appears that the techniques were not there for infinite longevity. Many small circuit boards in my 1994 Aero have benefited from reflowing bad solder joints, ranging from the orange "Light Control Relay" to the seat heater control switches. I'm assuming that the dash rheostat probably falls into this category.
