Yes does sort of sound like long term fuel trim needs reset. Sometimes they don't like to forget the bad times. Best way is disconnecting the battery for awhile then when you connect if back up it will start learning from 0. If it still surges after that look for more vacuum leaks that might be being adjusted for once the o2 heats up and starts working. Yes it has the idle air control valve and it is located on the lower side of the intake just after the throttle body. Good Luck, Bernie
