I'm having similar problem for the last 3 years. I have done all the trouble shooting you can imaging (with the SAAB repair manuals and reading wires with electrical schematics manual) and could not figured out what was causing the speedometer not working. Everything tested good according to the repair manuals. However, sometimes the speedometer would start working and again could not figured out why it was working again. It would make me so mad, because I did not know what was causing it to stop working one day and month or whenever it wanted, it would start to work again.
This last time that stop working working about a month ago, I started reading the Saab Repair Manual again (can't remember which manual #) and it said "make sure the EDU is in good working order". Never suspected on the EDU causing problem because I saw it working properly except when the speedometer stop working (the average fuel consumption, miles left on the fuel in the tank, fuel consumption at the speed driving at the moment, wouldn't work, of course). Other than that, I did not have any issue with the EDU, it would tell you the outside temperature, the voltage. I also used the ISAT to do a diagnostic the EDU and found no error in the EDU system. I reset and erased all errors in the EDU system anyway with ISAT, just in case.
After removing the ISAT, I turn the key without starting the engine till all the lights were light on the EDU for about 1 to 2 seconds and then started the engine. Started to drive and to my surprise, I saw the speedometer working again but for about a 100 yards or so, and it stop working again. Drover about 2 miles and to see if the speedometer would start working again, and it wouldn't. I stop the car and turn off the car completely. Then I pull the #13 Fuse (in the glove box area) for about 1-2 minute and reinstalled it. Then I would do the same proses turning the key till all the lights came on the EDU, waited 1-2 seconds before starting the engine. When I started
the engine I drive it and as soon it pickup speed the speedometer was working again for about 100 yards or so and the quit again. I under stood that the EDU was causing a problem, or at least till I confirm it by swapping the EDU.
I have not swapped the EDU to confirm if is the cause all the problems with the speedometer, because I need to get back to my residence from approximately 5,000 mile round trip around Europe. We took the trip to spend time with Families that we haven' seen in a long time because of the Covid.
Forgot to mention, the speedometer would start working again (on this long family trip) after 1 hour on the road (with the inside temperature at 22 C./72 F degree or more). The speedometer worked all the way once it started working without any problems till I parked the car for the night. Yes you guest it, it would not work until another hour gone by on the road driving at 70-75 MPH. After the speedometer started working, it did not have any issued while driving even stopping for lunch (1 hour or so) or stopping for gas. It only had problem on the next day after stopping for the night. When I didn't have speedometer reading, I would track my speed with phone GPS.
Whenever I arrive at my residence in southern Spain, I'll swap the EDU and see if that is the real reason for the speedometer not working. If that's the real problem, I'll be resoldering all solders that I can see inside the EDU ECU. I've read so much of the type of solder the company used without lead that is causing lots of problems in about all ECU's in the SAAB community or at least all the 900's and the 9000's.
Sorry for the long story, but I needed to write all of the experience I had with Speedometer issue up to now for you all to see the frustration I been through with this issue.
Suggestion, start by pulling fuse #13 like I did and then start troubleshooting from there with the SAAB repair manuals which you can download from this Awesome Website. A bad EDU will give you problems even if it looks in good working order.
I will keep you all posted after I replace the EDU and after I have driven it for a while.
Keep the SAAB on the road. I had mine on the road since new, Dec 1991.
