I had a similar issue. In my case, the temperature on the gauge was moving higher (about a 1/4") when I turn the Headlights on.
When I replace the EDU (for Speedometer issue), before reinstalling the the whole Speedometer Unit back in with the replace EDU, I cleaned every contact pin with contact cleaner and all the tabs on all the Speedometer unit also.
While the dash was out, I also cleaned the Grounding Point that is located on the frame under the Windshield close to the left speaker. I has many black wires to it. I believe is Grounding Point G-8.
After cleaning every contact with Contact Cleaner (making sure they were dry before next step) , I spray all with a good Dielectric and Cleaner compound. (find in Auto part store of Amazon).
Everything works like a champ as of now. My SAAB os 30 years old and needs lots of preventive maitinante, not counting every repair.
