Two speed radiator fan

I’m trying to sort out an issue with my radiator fan. Car drives fine without fan coming on on highway; when driving on the streets the temp gauge goes up somewhat, the fan turns on, but only for 10 seconds or so, then it turns off. 20 seconds after turns on for another 10 (times are approximate). With the fan on, took the temp with an infrared thermometer, found 212 F on the engine outlet hose into the radiator, 240 F on the outside surface of the sensor (may be off by a few degrees because of the proximity to the turbo), 175 F on the engine inlet hose). I feel that the low speed setting is not working; I checked the fan operation by shorting the relay terminals, both low speed and high speed seem to work then, there doesn’t seem to be much difference between them, but I guess the speeds may be OK. The resistor has continuity (haven’t got a way to measure the 0.22 ohm it should have, but I’m guessing if it goes bad, there would be open circuit...). Swapped the temperature switch with a used one I had as a spare, no change in operation. Tested the old switch, it appears to work as it should (switches at about 90 degree C for blue wire, and at a bit over a 100 C for the white wire). Could it be that the resistor is out of spec and the fan turn on at to high a speed and turns off right away? I’m puzzled
