I consulted the wiring diagram, and yes indeed it appears that relay 155 (low speed) control circuit gets its power from the battery directly through fuse FB7, while the control circuit for relay 81 (high speed) is connected to fuse FB6 (not powered all the time). With this observation, and the fact that I can hardly tell between low and high speed settings of the fan, perhaps what I'm seeing is in fact normal... I do observe that when the fan is running, it will run for a couple of cycles when the ignition is off (the low speed circuit is powered then, so what I'm seeing then has gotta be low speed setting, cause the high speed fuse 6 is turned off when ignition is off). I still find it puzzling that the fan "cycles" and runs only for a short time: perhaps someone with more experience with the 9000 can confirm. At the time when the fan turns on, the temperature gauge on the dash goes slightly above half, while the temperature measured on the radiator hoses is about 212 on the lower and 175 on the upper one.
