Is the car a stick or an automatic? I'd walk if it's not a stick. The automatic transmissions on 9000s are good for about 100K miles, and then require a rather expensive rebuild. As far as the TCS goes, to my knowledge (as the owner of a '92 9000T) there's no defeat kit or "off" switch for the '92. I think it's more likely that the safety valve and check valves will cause problems leading to the dreaded "limp-home" mode. Fortunately this is not a tremendously expensive fix; I had mine done three years ago for about $200.
As far as potential problem areas, I'd have the mechanic look specifically at the motor mounts, the harmonic balancer and crank pulley/idler pulley system and the heater core. Do you know if the car has had the SRS recall done? If not, you might be able to have the heater core replaced by the dealer. Other than that, I'd check to see what sort of condition the DI cassette is in. Does the car misfire under heavy acceleration, or do you get nice, strong, steady boost all the way up? Has the DI been replaced? Does the owner have decent service records?
Good luck. If you get a good one, '92 9000Ts are great cars. Hell of a lot of fun to drive hard. They just need good, preventive maintenance.
