I'm sympathetic to your problem because I just came out of TCS hell myself with my 93 9000T. I considered ripping out the TCS system entirely and replacing it with used, non-TCS components (you can do this with a manual), but I finally bit the bullet and brought it to the local dealership here in Sacramento. This is a well established dealership with very experienced SAAB mechanics, but they still hate to see TCS problems because they are so difficult to diagnose properly.
I got lucky, because after three hours of diagnostics the techs correctly determined the problem to be the check valve and safety valve. The final bill was about $400.
My theory is that the problem with the 9000 TCS is not the system itself so much as the diagnostics capabilities of the ISAT. If it takes an experienced mechanic three hours to determine that the problem is a couple of valves, it wouldn't suprise me that an impatient and inexperienced mechanic might simply conclude that the TCS computer and or throttle potentiometer is bad.
