At least three factors. First, I consider the drive from east coast to Illinois to be less stressful (i.e. easier grades) than Illinois to California. Using cruise control while climbing hills can be a big effect - it is often better to maintain constant gas pedal setting and let engine gradually lose speed on the upgrade then gain speed on the downslope. Second, you may have had a tailwind across the "flats" in Ohio/Indiana - I have had strange mpg figures on the long flat runs in Ohio and it is usually because wind is strong but it is not always from the west. Third, as Dick in Falls suggests, gasoline blends changed recently again to meet latest EPA regulations and increased oxygenates in winter blends. This costs you mpg.
