More Saab Electrical Strangeness

When I first start my 91 9K non-turbo (140,000 miles) the volt readout will stay on for quite a while. It usually reads in the 9's. When it does this, the speedometer doesn't work. As soon as I get on the highway and start reving the engine up it will go to the outside temperature mode (where I have it set)and then the speedometer will work. It's usually fine the rest of the day, but if it sets long enough I go through the same thing again. The car had a new alternator at around 110,000 and I had the battery checked and it's fine. It did this before when the battery was dying and another time when the terminals were corroded--but stopped when I corrected these problems. Another problem that seems to be associated with all of this is that the engine will sometimes get into this mode where it idles at about 400 rpm and will just about stall unless I shift into neutral. If I shut the car off and then start it back up again, it runs fine for as long as I drive it (it never happens twice once the car is running). I had a new D.I. modual at 100,000 miles and I'm still on my original fuel pump. Any ideas?
