The volt reading upon first start up is normal, designed to let you know the condition of the battery (in the 9Vs is very low! mine never dropps below 11V, much less 10V). It switches back to the last item you were reading, once you get above a certain road speed (5 mph?).
As I understand it, the speedometer sender gives the signal to the EDU, which then sends it to the speedometer. But, this should be happening even when your EDU is still on the volt reading after startup.
