I had never payed any thought to this valve. It does seem strange that there would be one since the vacuum can adapts to both boost (by retarding) and vacuum (by advancing.) I do know that there is vacuum advance on my car even with the valve because I left the hose disconnected after checking timing and experienced a puzzling decline in highway fuel economy until I noticed the hose unpluged. I'll have to investigate this more thoroughly. Perhaps someone with a vacuum tester (ie a tool which applies a graduated amoung of vacuum or pressure) and a timing light could do a little experimenting for us.
