Yes, it may be a cracked tank, which would require replacement. I've never seen anything that would seal the plastic. But it could be much, much simpler, like a cracked hose. The washer pump is just a press-fit in, and it may have decided to slip out a little.
Try the easy solution first - remove the right front turn signal assembly. It's only one or two screws (I can never remember). You'll be able to get a partial look at the tank, anyway. You might be able to reach in and reseat the pump, or inspect the hose. You might not be able to reach or see anything, but it's 2 minutes of easy work and just might fix the problem.
Actually getting to the fluid tank isn't that bad, just tedious. Jack up and support the right front of the car, and pull the tire. You then remove the fender inner liner. This is just a two-piece plastic insert, held in with innumerable small bolts. Most are part of the wheel-arch trim, but there are a few underneath. Not rocket science, just means remove a bunch of small bolts and screws. Typically takes me about 20 minutes, including tire removal. You'll then get a nice look at the tank.
While you're in there, give the serpentine belt a look, along with the motor mounts and anything else you like. With the inner liner off, the accessory end of the engine is highly accessable. If you do go that far, and the serpentine belt is more than 2 years old, you might as well replace it.
But hopefully you'll be able to see the problem quickly with the turn signal assembly removed.
