I ran into this last week and the culprit was a valve.
-Remove the plastic cover on the underside of the car below the quarter panel. (The car will need to be on ramps or jacks and you may have to remove the center cover below the radiator first. Ari's method at getting to the tank will work just as well)
-Once removed you should have a clear view of the underside of the tank.
-Check to see if you can tell where the leak is coming from. The tell tale signs would be a bluish white residue on either the black T-shaped valve or right around where the tank is bolted to the car (two places on bottom left side of tank)
-If the valve looks like it has been leaking, remove and take inside for cleaning (this can be done with a knife to pry off bottom at the seam and then clean out dried residue that has locked the spring in the down position)
-If the tank appears to be leaking at the bolts, try a quick set epoxy around the trouble spot(s).
hope this helps
