Try some method to clean the points where the pins on the bulb rest when the bulb is inserted and turned. I think this would be the actual grounding point.
I've seen a home-made tool using the tip of a very small rat tail file mounted into the side a small piece of dowel, allowing you to clean the type of socket that is open in the back - tho maybe not accessible.
If its the type of socket that is of stamped out sheet metal - small dowel, small piece of a toothpick mounted into the side with a tuft of scotch-brite type abrasive glued to it - polish up the tracks the pins ride in.
Might also try puting some 'teeth' into/onto the pins with a small file ??
Last trick I can think of tonight - small blobs of solder added to the points on the bottom of the bulbs - extending them to add more pressure at the contact with the tab(s).
