I re-did a set of Shelby wheels once that came out nice. I agree with what Doug said but I'm not sure I'd sand blast unless you use something real soft. Sand blasting will give you a rough texture that you'll then have to polish down. It sounds like more work to me.
I found that good strong paint stripper will strip the paint away and the old caked-on brake dust. Then just sand in one direction to clean up any oxidation.
When I did the polished lips I first tried 400 grit paper but the clear I was using didn't want to stick. I ended up using 320 grit and carefully sanding in one concentric ring (any sideways movement will show). The clear made them shine more and the sanding marks weren't as evident. The paint has lasted too. I'd use the Eastwood clear for bare metal if they still have it.
One other thing I ran into was I used a cheap rattle can primer under the colored paint and some good automotive paint on top. This left a soft layer under a hard layer which let the paint chip easily. I think you're supposed to use a zinc primer on aluminum. CRC makes a cold galvanize zinc in a spray can that might work (?)
