I wouldn't worry about the lower mounts, they don't take nearly the amount of abuse as the uppers. I've never had a problem with the lower mounts on my rally car and I don't know of anyone else who has reinforced their lower mounts either. I'd only worry about it if it was rusted. The uppers you can reinforce with a length of angle steel welded in place. SAAB actually used to offer a reinforcement kit and the upper A-arm mount reinforcement was in it.
The C900 A-arms will interchange but the lower bushing brackets are different 99 to 900.
When welding plates on the A-arms test fit them for interference with the body. Welding a plate to the top of the lower arm will contact the body in one spot. Welding a plate to the underside of the upper A-arm will contact the body between where the rubber stops used to be (where the suspension tool in a C900 goes).
Make good welds, as Dano said you can weaken areas when welding. I've seen reinforced A-arms crack where the reinforcement was welded on.
