stuck valve was NOT the problem. i had a clogged exhaust pressure line. it's the small stainless line from the waste gate to the manifold. one inch of carbon build-up had formed over the years. slowly heated it under the "blue tip screw driver" until it turned orange, let it sit, then poked at it with some wire and put air to it (on a vise) until it blowing bits of carbon out like a fireworks stand!
Now i have the boost gauge stopping in the middle, and my RPM's reaching new heights.
