James,
Thinking about this and watching your video again, I'm not 100% sure the fuel distributor is the problem. Do me a favor, before the old one gets pulled off, make sure you have a good dose of fuel stabilizer (StaBil) in the car. When the fuel distributor is removed, great care should be taken not to let the plunger (on the bottom, it's the part the airflow lever pushes up and down) fall out. Get the whole thing wrapped up carefully and put inside 2 or 3 large ziplock bags so that it is sealed up and protected. That way if it turns out there is some other problem you will still have a good fuel distributor!
One problem that I suppose could occur is that the plunger could get "varnish" or "gunk" built up on it and become sticky. We could talk about how to check/fix that if you want. Also, the various parts of the airflow vane and lever can get dirty/sticky.
If your mechanic puts a fuel distributor on and that fixes it, great. If no, then maybe time to carefully take apart, check, clean, and lubricate the whole airflow/fuel distributor assembly.
Best,
Gary
