I went over the schematic, and here's where I would start:
First - do the hazards work? If the hazards work, but the turn signals do not (this is unlikely), then the wiring problem is in the signal switch - could be internal, or could be disconnected wires. Both the hazard light switch and the turn signal switch are energizing exactly the same circuit, it's just that the hazard does both sides at the same time.
If neither one causes any light to blink, either on the body or in the dash, then you have two possible problems.
First, the easy check -
If I read the schematic correctly, the red and white wire coming off of the fuse block in position 11 is the hot supply for the signals and the hazards. Check for voltage on both sides of the fuse. Normally, the common hot is closer to the engine and the individual power is on the fender side of the fusebox. The common hot wire in this case is not switched through the ignition, and also powers the headlights, the fuel pump relay, and several other critical things, so I'm assuming the problem isn't there, but check for voltage at the fuse terminal on that side anyway - I did have one that was cracked within the fuse block, so no voltage no matter what. If you get voltage on both sides, check for the red/white wire coming off the side of fuse position 11 - make sure it is clean and tight. You will need to remove the fuse block to inspect this- do so very gently, and only lift it enough to see what you need - sometimes other wires will come off their terminals if you're not careful.
If you have voltage in those places, then check for voltage at the red/white wire where it connects to the flasher. Use the black wire on the same connector for ground. If you show no voltage there, check for continuity between the black wire and some other ground, just to rule that out - if no continuity to ground, that could be why your flasher doesn't work.
If all checks out so far, move on to the following:
There is a 2-pin connector which powers all of the signals, whether through the hazard switch or the turn signal switch. I believe (although not certain) that this is under the dash - check this connector and make sure it is solid and connections clean. The wires going connected to it are red/white (right signal)and blue/white (left signal). There is another, similar connector "downstream" where the wires split for front and back, but the color coding is the same for these.
Please let me know if you need additional information, or if none of this reveals what the problem is. I will do my best to think of other possible issues.
