Hi Doug,
Do you have a service manual with a wiring diagram? It will help.
I will dig mine out when I get home tonight and I can give you some pointers on how to begin troubleshooting.
With a typical 99 electrical system, there are several different connectors you will want to test and examine. I would guess the problem is the hot or ground under the fusebox or at the relay connectors (not the relay itself) - it is unlikely that all of your turn signal grounds would fail at the same time, unless you dipped the car in salt water and left it sitting awhile.
Do you have a voltmeter?
