I did some further investigation over on the Saab 99 email list, and Bob is absolutely right, the Power and Manual steering racks don't swap, at least not with a lot of other parts and fabrication - it is mounted in the car differently. Sorry for my mistake about that point.

I did find a source that will rebuild the Power rack (I think that they need you to send them your rack) for $325:

I would certainly consider replacing the hoses at the same time since everything is apart anyway and the rubber hoses are usually the most failure prone part at this age.
