In all likelihood, you can swap fairly easily.
Well, sorta.
The power rack mounts to the backside of the driveshaft tunnels, just behind where the driveshafts go through. You can see this easily in the photos Jon liked to.
The manual rack mounts to the "floor" of the engine bay in the same general area.
I'd be very, very surprised if the mounting holes for the manual rack were not in the floor. I'm 90% sure my 1980 GLi had the holes for the power rack, even though it was equipped with a manual rack.
I am not certain, though, whether the steering wheel shafts are different! The pinion housing seems a lot taller on the power rack.
As I recall, you can - with some struggle - R&R the manual rack without removing the motor. I believe though, that the motor/trans must come out to swap the power rack. There is simply no way to get it out through the engine bay floor or the steering rack tunnel.
I wouldn't go buying parts before taking a good, hard look at everything, though. A cracked housing seems far, far less likely than a leaky hose, IMO! I once had a minor accident with a 76 99GL on slick roads that bent the RF wheel back, tearing the outer tie rod through the inner fender, and though the outer tie rod was bent, the rack housing (manual rack) didn't crack.
And, if the 99 PS hoses are anything like the C900 PS hoses, they have a definite "sell by" date after which they start oozing PS fluid. With 34 years on a 99 PS system, I'd be surprised if any of the hoses held their fluid!
So, even if the rack is cracked, personally, I'd not put it back in without having all hoses remanufacutured (have the old ends put on new hose). I'm not sure I'd even trust NOS hoses for this car. The last PS equipped 99s rolled off the lines in 1980, and they were a rather small subset of all 99s...
