Seriously, the basic function of a PCV valve is to act as a check valve and to limit the amount of flow going into the intake. So likely the latter function is not working if it is impacting the idle speed (and you are sure that there's no other leak anywhere). I am not familiar with that specific PCV valve and it's plumbing, however. The PCV system should try to keep a small vacuum on the crankcase, or at least limit the pressure, otherwise you end up with oil leaks everywhere. If you take off the oil fill cap and plug the PCV at the carb/intake and everything runs fine, then (again, assuming you have no leaks anywhere else) I would try to figure out how the PCV valve performs those 2 functions and see if you can work out either a fix or a replacement from there.
