In my experience I can't see were the warmup regulator would have anything to do with not starting hot. Its job to slowly raise the fuel distributor's control pressure as the engine is warming up. When it's heated up it stops at a given pressure. If the engine runs OK when hot, it's not the WUR.
Most likely there's a bad return check valve or leaking fuel accumulator. After you turn he engine off the fuel system should remain pressurized for at least 20 minutes. You will need a pressure gauge to properly diagnosis this problem.
