The prescribed fuel pump relay test, with the fuel pump relay removed, is to jumper the 12 o'clock and 6 o'clock terminals to check for a running pump. Don't do it for long, just enough to hear it run, and you can check for pressure.
If no fuel pump action, then we test that the relay is getting power, either using a light probe or a multimeter. Though if you're hearing the fuel pump relay clicking, it's probably getting sufficient power. That doesn't mean it's making a good enough connection internally for the 12 and 6 terminals.
71 is pretty old. The oldest I've worked on is 75, so this may a bit wrong. Also with 71 there's a good deal of patina on your wire connectors making it a precarious job.
