As another thought, the best way to confirm for sure the function of that relay is to look at the wiring diagram. I don't have a copy of the European '79 Turbo wiring as I only have the USA service manual. But if someone has that you could have a look and determine what the function is. It could be a bit complicated, Saab had a habit of stringing stuff together (the Start Lock relay and Main relays come to mind :-) ). My guess is still that it has to do with the over-pressure boost and/or engine overspeed cutoff function(s).
