OK - some(or several) weird things going on.
New fuel pump - no flow at the front of the car. Installed a new clear fuel filter and no flow from the tank to the pump.
Put a hand pump on the fuel line from the tank and I get flow.
This suggests that I need more vacuum to get the fuel moving than the brand new fuel pump (or old one for that matter) can generate. That is true even with the fuel line to the injection rail in the engine bay disconnected so there isn't any air blocking the movement of the fuel.
