I don't think this is a relay or electrical problem - there is nothing electrical that would be able to prevent the key from turning.
Mechanically there are two elements to the ignition lock function. First is the lock itself - if it's gotten something spilled in it (even years ago) the key may not be moving the tumblers into the correct position to allow the lock cylinder to turn. Or the cylinder may be stuck in the barrel. Second is the mechanism that locks the shifter in reverse. That mechanism can get worn or need lubrication and get sticky.
Try depressing the clutch and gently wiggling the gearshift while gently trying to turn the key. Wiggle things around a bit (gently - don't want to break the key!). If that doesn't work, get someone to rock the car forward and backward while you are wiggling - if there's force from the gearbox on the lever that can cause the locking mechanism to stick, so you're just trying to get it "unstuck".
If that doesn't work, try spraying some lock lubricant into the lock cylinder by the key then wiggle things again. If still no-go, remove the plastic center console cover so you can inspect the gearshift locking mechanism and possibly lubricate it.
