I don't know whats available for parts in Austrailia or what shipping from the US would cost on some larger parts, but I've got a few modifications to my 99s and they're pretty quick (compared to a stock 8v or 16v non turbo 900).
A header and a free flow exhaust (I have a 2.5" exhaust with 2 glasspacks) make a big difference. My cars also have drilled out airboxes (a bunch of holes for the air to enter instead of one). Other than that, one of my cars has basically no other engine performance mods and its a pretty fast car. Its just kept properly tuned. I'm sure the CIS injection must be tuned perfectly to make it as quick as it is.
I'm not sure as to what the performance is like with the stock dual carb setup. We don't have too many carbed 99s in the US. I drove my friend's '73 99 which has a single Solex carb last year and it felt like it had decent power. I would guess that you could make the car quick with the twin carbs, you just may need to rebuild them and keep them clean and in tune. You could also replace them with dual Webers. I don't know much about carbs though so I can't really recommend what you should do. All I know is that when I was looking for fueling options for my 99 rally car, a bunch of people told me that I'd basically have to be an expert at Weber carbs and keep a whole stash of extras with me and be prepared to fix them at every service. Apparently when rallied, the abuse caused from large bumps and jumps will bang up the needles and break floats.
You could also try a different cam (might have to be ordered from the US). I'm about to install a more agressive higher revving cam with dual valve springs into one of my cars. I'm going to use the same cam in the other car along with a new engine that has flat top pistons (from an air-cooled VW) that rise up past the top of the deck. So eventually both cars should be quite quick (the other car already has the flat top pistons) and I could rev them up to 8500 ;-)
A powerful N/A car can be more fun than a modified turbo car.
