NAPA cv boot clamps come in two sizes, Long and Short. The long ones are only a few cents more so that's all I buy. They are the slip-through then fold-over style. Best if you have the special tool to install them.
In the absence of a specific torque specification for any fastener, there are charts available detailing recommended general torque according to size, thread pitch, grade of fastener, galvanized or plated or whatnot, lubricated, locktited, anti-siezed, etc. Lots and lots of variables if you want to get technical, but a glance at such a chart will help you zero in on a reasonable value for a fastener if you aren't confident of doing it by feel. Contact a fastener supplier, or search online for things like "bolt torque specification."
In my opinion only a few fasteners such as head bolts require strict adherence to specifications. With experience you can develop a feel for how a bolt tightens from the point of contact where turning effort starts to rise, to the point where further tightening is starting to stretch the bolt, break it, or strip the threads. Stop before those things start to happen.
