yep, the metal loop at the front of the head held on by two bolts through the intake manifold is one lifting point. The other I used(just yesterday) is the hole in the alternator bracket....and yes, you have to remove the alternator...or at least I do. I usually use bolts with big washers to attach the chain to the lifting points.
hmm...I never did a crank pulley in the car on a 99, so I'll not comment on if it can be done without pulling the motor.
I use an impact gun to remove and install them, though. Not sure what torque rating my gun is either.
