Do I have a definite answer? No, but I do have the same problem. My thoughts are this: The ignition is the transfer point for power getting to the solenoid. I believe that the solenoid power is shared by a few things, lights for example. When I have the problem, if I have the lights on, I can usually, while holding the key in the start position, turn the lights off. It works about 80% of the time. I went through and cleaned the entire fuse panel and things seemed to be working better. The car sat for a few days and now the problem is back worse than ever. I'm thinking its time for a new fusebox. The first time this happened to me I was sure the ignition switch was bad. I changed that out in a parking lot with no change. I took the fusebox out and resoldered everything. No problems for the next year. The problem came back while the car sat at a body shop following a wreck. Jumping the car seldom worked but taking a piece of wire, leaving the key in the run position, and jumpering between the direct power at the starter and the little wire that goes to the solenoid would always start the car. funny thing is that if I were to start the car that way, it would ALWAYS start with the key for the rest of the day. The next day, same problem. The fuse boxes in these 99 are bad to begin with...add 30 years and you are bound to have issues. You describe my problem exactly so when you get a definite answer, let me know. I'll do the same.

By the way, anyone out there with an extra fuse box in decent shape?
