It looks like I found the answer to numerous questions tonight.
I remembered that I have a mechanical oil pressure guage with fittings for a 99. I hooked it up and cranked the engine a few times but didn't get any pressure reading. So I pulled the distributor to see if I could figure anything else out. The distributor came out but the 8mm hex shaft that drives the oil pump didn't. Gee... After looking at the distributor I realized that the shaft didn't come lose, it broke. I removed the shaft with a magnet to find that it apeared to twist at least two revolutions around before breaking, quite impressive! I removed the oil pump to find it jammed. Broken shaft, jammed oil pump, no wonder the starter was working so hard!
After dismatling the pump I found that the new outer O-ring I had installed had jammed against the pump internals. The double seal O-ring wasn't the proper choice here... I cleaned everything up and installed a 58mm ID x 3mm thick O-ring in place of that double seal ring. I turned the pump by hand and then installed it. I then drove the pump using the 8mm shaft, 8mm socket, an extension, and an impact gun at slow speed (in reverse). This got the oil flowing throughout the engine and I had at least 50psi of oil pressure on the guage.
So now it runs and no warning lights stay on.
