I have to agree with Miles on the "rust is your enemy" issue. Serious rust is by far the hardest thing to fix and if you can not do it yourself, it's also the most expensive thing...
On importing 99T's from Europe...I moved from Europe to the USA 2 years ago and I was planning on shipping my '79 99T over to the USA. But unfortunately Saab USA told me that only 99T's from '78 where imported in the USA, so only the '78's are allowed in the USA. So I wouldn't be able to register my 99T in the USA, so I left it in Europe.
So even though some 99T's (mostly very bad ones) are cheap(er) in Europe, the '78 99T is very rare in Europe because most went to the USA!!! Only Sweden had a fair amount, but try to find one in good shape :-)) Also don't forget about the shipping costs, harbour fees, taxes, etc., etc.
Good luck!
