I have never put new head bolts on a B-engine, but inspect them and replace any that are rusted. I did a valve job on a Toyota pickup a while back and asked my machine shop about a couple badly rusted bolts and he told me to replace any that were rusted. Deeply pitted rust on the shank of the bolt can alter its ability to withstand the specified torque.
The newer twin-cam 900/9000 engines have a head bolt that stretches when tightened, and has to be replaced. Flywheel bolts on the V-4 engine also stretch when torqued.
Use the B-engine torque specs in the 99 repair manual, not the newer 900/9000 specs where you torque it to a certain point, then tighten the bolts another 1/4 turn. New head gaskets say they don't have to be retorqued, but I've seen a lot of problems over the past few years where a head was never retorqued, and the head gasket blew. I've never had one blow that I've retorqued, per the old specs. After you get everything together, run the engine up to temperature, turn it off and let it cool for at least half an hour, then retorque the head bolts. Retorque it again at 500-1000 miles.
When I worked for a dealer in '74-5, the new car prep called for checking valve clearances and retorquing the heads, both operations that the factory could not economically perform on every car before it was shipped. I've seen new engines with exhaust valves that only had .003" clearance (spec is .014" to .020"), tight enough that it could have burnt before the car came back for the 1000 mile service.
