Doug, the problem is the sending unit and fuel gauge aren't matched. The sending unit is a variable resistor. The resistors on the early sending units are a different value than the later ones. It's possible you may have burned out your fuel gauge on the new one. You can try swapping the old one back to confirm the sending unit resistor is still OK. You could also rig up the new cluster to a c900 to confirm it is OK. The easiest fix would be to swap the gauge fom an old cluster into the new cluster. The early sending unit resistors are no longer available, however, if you ohm out a known good sending unit and get the values, you can get a replacement in JC Whitney. It has been about 12 years, but somewhere I've got the values on paper.Best of luck.
