What it looks like to me is molded clear plastic with the chrome tape applied to the inside, so I don' think using black ones would do the trick > unless you had some sort of tape applied to the outside, which probably wouldn't look good.
The proprietors of the Heritage Fleet up in Sterling Heights, MI were trying to source those moldings for their 1970 99 restoration, with not much luck. They considered having a set made, but the tooling to re-make them was somewhere in the $20,000 range. I had heard they finally found all four pieces, but people were digging to the back of dusty shelves to help them out.
