Yes, the hazards should work even if the ignition is off. I would recommend working outward from the battery - you've already checked the chassis ground, so the next thing I would check are the major hot wires coming off the battery - check for power where they terminate - first at the starter, and then at the alternator.
From the starter, power is distributed to the alternator, and also the hot side of the fuse box, for those fuses that are not switched (positions 7-12).
If you have power at the common side of the fuse box (for positions 7-12) when you check between the contacts there and a direct connection with the battery (not a ground) then you have a faulty ground. If you have no power there, it's somewhere between the battery, the starter, and the connection to the fusebox bus.
Positions 3-6 on the fusebox are switched via the ignition relay, and positions 1 and 2 (parking lights) I think are switched by the light switch independently of the ignition.
To add to the fun, not pictured on the fusebox layout, there are a couple of unmarked relays under the fusebox, which if memory serves are the system relay for the K-jet box and the second cooling fan relay (since the 99T has two). Or at least that's the way it was on my car...
If you need more troubleshooting ideas, let me know either here or via direct email. I don't mind doing electrics most of the time (working on wiring in a new programmable injection system - long project).
