Cooling the radiator is your only issue when it comes to install an A/C system to a 99. You will need a radiator in a superb condition and 2 powerful fans.
I use my 99LE as a daily driver almost 16 years in the hot weather of Israel, when some times we get to well over 42 degrees C a d90% RH. There is no problem using a 2 fan cofiguration, and the car run perfect. A main fan would be a 2 speed unit, and beside it would be an extra universal fan. The lower speed of the main fan operates together with the extra fan, and controlled by a thrmoswitch on the radiator and by the A/C compressor. The hugher speed of the main fan will be controlled by a second thrmoswitch (or a double unit like the double thermoswitch from a pre 1994 9000) and the pressure unit located on the liquid side of the A/C system.
