Generally 99 came only with manual racks, unless it was a GLe model. Keep your front tires around 175-185 wide and manual steering is perfectly fine. The caveat is if your rack needs a rebuild parts are becoming increasingly harder to find! EMS, Turbo and normal 99 racks all had different lock-to-lock ratios, EMS being the quickest.
