Besides, 99s don't need power racks...
Although it is easier to swap TO manual FROM power, you don't want to try it the other way. Also, it is entirely possible you don't have the mounting points for the power rack on a car that late. From 1979, the "high end" 99s were - for the most part - supplanted by the 900.
The power rack mounts to the back of the spring towers, the manual rack to the bottom of the firewall or thereabouts.
The "Bees Knees" is to locate a 99 EMS rack: 3.4 turns lock to lock...
