Yeah, there are a lot of differences - if you specifically want to keep a b- motor turbo, I would find a donor car and make sure you get everything from it. There are a bunch of things unique to that setup that you would want (assuming you want to use all Saab parts and not aftermarket/custom stuff)
You do need the oil cooler, but there are aftermarket ones too - there are no lines for antifreeze to the b-motor turbo, it was oil-cooled.
Engine management is similar to any other K-jet setup, with some differences in parts and wiring, but if you did a side-by-side with another b-motor that also uses k-jet, you can figure them out pretty easily.
In the end, I think a 16 valve conversion would be a comparable amount of work, but it's hard to say for sure. I have a 16V motor, but I didn't personally do the work for it - there is some metal fabrication there that you would not have to do for the b-motor.
Another possibility (although it doesn't sound like you're inclined in this direction) is to put lower compression pistons (and sodium filled valves) in your existing engine and do a complete custom setup - aftermarket turbo, wastegate, engine management, and ignition setup. you'd need to do a lot of engineering to make that go though, including custom fuel rail mountings, etc.
