The bumpers are either chrome or rubber. the rubber is "form fitted" so unless you have a mould I don't see you recreating the rubber cover. As sun has been your enemy, I would place your car in the SW, Texas..somewhere like that. Maybe not, but generally if a 99 is anywhere else in the states (NW, Mid, NE, SE of the US) then they will rust before the rubber will dry and crack off. There are places to find replacements at. East of Sweden in Colorado, Jalopy Jungle in Nampa, ID tends to have a 99 around from time to time, areas of Utah, and people on this board who may not check it everyday just may have something they are using for parts. Don't give up so quickly. These are barely known 30+ year old cars. A bumper cover won't fall in your lap but you can find one. When I was in Portland a few years ago there were easily 10-15 99s in area junk yards. With Scrap metal claiming a higher price these days pickings may be slim at best but depending on where you are (something you may consider divulging) there will be options.
If what you are talking about is the later decorative plastic strip that is held in place by a large, black rubberband, then your out of luck just like the rest of us. Remove the pieces and enjoy your all black bumper.
