Lewis - I believe that either an old Saab Soundings from the late '70s or an early '80s Saab Club magazine advised to use ammonia to get the white off and then to use protectant immediately afterward. I have found Mothers Back to Black to work wonders on those bumpers quite well. Of course, you will have to repeat if the car is exposed to rain. Also, it is better addressed when the temperature is warm.
