If there is a garter spring, which most seals have, it always goes to the wet side. If there is a flat side, usually with numbers or mfr ID, and an open side to the metal shell, where you would see a garter spring if it had one even if it doesn't, the open side goes to the wet side. If it's still ambiguous, it's a little atypical and going to be hard to say without seeing one. Put a little grease on the seal lip before installation, and on the garter spring to hold it in during installation--if you are tapping it in the shock can pop the spring off if you don't. Don't hit it directly with a hammer, use a socket or something to bear evenly over the surface you are pressing it in by.
